No fair-debt statute. There is a consumer fraud chapter though. The statute deals with sellers only. Sellers are "persons who regular and principally engaged in a business of selling goods or services to consumers." There is no bonding or licensing requirement. There are Vermont AG regulations which substantially impact the practice of debt collection
